The service plan for the device has expired or run out of actions.  Log in to the dashboard on www.mysmartstart.com/dashboard to see if your service plan has expired.  If the service plan is expired, click the "Renew" button to purchase a new service plan.  if the service plan is still active contact SmartStart support to request additional actions.
